A meeting was held at the Colonial Office at 3 p.m. on 4th February, 1946, to consider questions regarding the Hong Kong Police Force arising from Civil Affairs, Hong Kong, Saving telegram No. 1366 of 8th January, 1946.

There were present:

Mr. Pennefather-Evans

Mr. Sparrow

Mr. N.L. Smith

Mr. B.D. Edmonds Lt.-Col. Sedgwick

Mr. A.H. P. Humphrey.

It was agreed that Mr. C. G. Perdue (former

Commissioner of Police, Hong Kong) should be invited to attend a further meeting to be arranged as early as possible and that a list of the European Inspectors and other European subordinate members of the Force should be sent to him with the request that he should indicate those members of the Force whose services should not, in his opinion, be continued.

It was agreed that legal advice should be taken with regard to the removal from the Force of those members whose conduct prejudiced the future efficiency of the Police Department. In this connection it was observed that.

(i) members below the rank of Sub Inspector might

possibly be removed on grounds of abolition of office (since the new scheme provides that all Europeans in future will be ranked as Sub-Inspectors or higher)

(ii) the Hong Kong Police Ordinance provides for

confirmation on the pensionable establishment after 10 years' service, but it has nevertheless been the practice for members to continue service by renewal of agreements (usually for 5 years at a time). It was doubtful whether copies of these renewal agreements would be available in this country, as it was the practice to execute them always in Hong Kong.

(iii) the majority of suspected "bad hats" are among the

senior members of the Inspectorate grade.

Mr. Pennefather-Evans agreed to prepare a list of those members of the European Inspectorate whose return to duty in Hong Kong was free from objection. He would also indicate at what point on the salary scale each of these members should enter the new scheme and what should be the individual incremental dates.

It was agreed that a "stock letter" should be drafted, with a view to sending it to those former members of the European Inspectorate who would be returning to duty, giving them information about the new scheme and its application to former members of the Force.

Mr. Pennefather-Evans agreed to give his comments, paragraph by paragraph, on the points raised in Hong Kong
